Is the Australian ETS now imminent?
This week China announced its intention to cut greenhouse gas emissions per unit of GDP by 40-45 per cent by 2020. However, according to Nav Brah, Manager Environment and Sustainability Services at NCSI “China’s proposal will not reduce its emissions footprint as its economy is projected to double in size by 2020 at current growth rates and its emissions will therefore be considerably higher even if it meets its target top reduce its emissions intensity per unit GDP”.
The US this week pledged to cut its emissions by 17 per cent relative to its 2005 levels by 2020. These decisions underscore the relatively high level of commitment the Chinese and the US proposals will show at the Copenhagen summit in two weeks.
Meanwhile, the current level of Australian Government’s commitment under the proposed ETS appears to aim for a 5 per cent reduction from 2000 levels over the next decade, with prospects of increasing this to a more ambitious 15 per cent if more ambitious agreements are reached at Copenhagen. Australia accounts for 1.5 per cent of global emissions but is the developed world’s worst polluter on a per capita basis. It is also one of the world’s biggest coal exporters.
Recent negotiations between the Government and opposition on the proposed ETS will result in more than $1 billion being offered to help manufacturing and mining businesses with higher electricity prices, while the agricultural sector has been excluded from the carbon trading scheme. Despite, significant opposition within the Liberal party to the ETS, it is expected that the Government’s legislation will be passed next week.
